Vice President for Health Policy
The Center on Budget and Policy Priorities, one of the country’s leading non-partisan public policy and research institutes, seeks a Vice President for Health Policy. Working at both the federal and state levels on fiscal policy and public programs that affect low- and moderate-income families and individuals, the Center has attained a national reputation for its unique capacity to blend rigorous, timely analyses with activities designed to enable policymakers and the media to make use of its work.
The Center’s Health Policy Division undertakes extensive work at both the state and federal levels across the full range of policy issues affecting access to health care. It works to expand and strengthen health coverage among low- and moderate-income families, seniors, and people with disabilities by analyzing proposed changes in government policies, designing new policy options, designing improvements to government program administration, providing technical assistance to policymakers, conducting research on the implications of health policy choices, and working with other federal and state stakeholders on these issues.
The Division works at both the state and federal levels to safeguard and strengthen public health insurance coverage for low-income people through Medicaid, the Children’s Health Insurance Program, and the Affordable Care Act. It focuses on implementation of and potential changes to these programs and policies as well as the adequacy of their funding. It also works on issues related to access to care in the private insurance markets and, more broadly, on health equity, population health, and the social determinants of health. In addition, the Division undertakes significant policy development and technical assistance around issues of enrollment and eligibility. Our team also works on the intersection of health and tax policy and on Medicare, including issues related to Medicare financing and issues affecting low-income beneficiaries.
The Vice President for Health Policy provides leadership and strategic direction for the health policy team at CBPP, working collaboratively with the team to develop and execute a policy agenda on a wide range of issues. The Vice President is a principal spokesperson for the Center on health issues and works to elevate the profile of the team’s other experts to maximize the Center’s impact. The Vice President and the team also work in close collaboration with the Center’s President and staff on the Communications, Government Affairs, and other policy teams to develop and implement policy-related goals and strategies. In addition, they develop and maintain collaborative relationships with government officials, other health-related organizations, and funders to ensure the success of CBPP’s policy and programmatic goals.
Candidates must demonstrate both in-depth knowledge of health policy issues for low-income, uninsured, and underinsured populations and experience working at a senior level to affect health policy outcomes at the state or federal level. They must demonstrate exceptional leadership skills, a highly collaborative management style, and the ability to draw on and develop the expertise of others. They must have excellent writing and analytic skills, extensive experience developing and analyzing policy and programmatic options, the ability to think strategically about opportunities to affect policy, and the ability to balance competing priorities and interests. Successful candidates will possess exceptional drive with the ability to respond to multiple demands in a complex, fast-paced, and rapidly changing policy environment. Candidates should have at least ten years of experience; a graduate degree in a relevant field is highly desirable.
